Hot Windsor real estate market turns heads

Windsor's real estate market may not be on fire, but the local housing sector has turned into one of the hottest in the country.

Windsor's was one of the top Canadian markets in year-over-year home sales for November, according to the latest home sales data from the Canadian Real Estate Association. Windsor was ranked third when it came to the change in dollar value of home sales for November, with an increase of 14.9 per cent.

Only five of the 26 local markets studied saw an increase in home sales, with the national average dipping 11.9 per cent. Saint John, N.B., saw the highest gain at 18.1 per cent. On the other end, Halifax suffered a 36.2 per cent drop.

The week's CREA report comes on the heels of two others last month that cast a rosy light on the Windsor area. In its annual home listing report, real estate firm Coldwell Banker put the city at the top among 75 Canadian markets in affordability, while ReMax reported Windsor home sales had the area on track to becoming one of the best-performing markets in Ontario this year and next.

What's making Windsor so hot is its affordability. At an average home sale price of less than $171,000, you could buy 11 Windsor homes for what you'd have to shell out for a single four-bedroom Vancouver stand-alone ($1.88 million on average).

"Absolutely, it's a huge factor ... people are surprised at how affordable our housing is," said Tina LaBelle of Remo Valente Real Estate.

Recent clients of LaBelle sold their Metro Toronto town house for about $450,000 and found a similar waterfront unit in Windsor for $250,000.

Other clients who were renters in downtown Toronto scouted several cities before choosing Windsor, a place they'd never visited before, where they snapped up local homes for $80,000 and $120,000.

"People are just astonished at what their money can buy them here," said LaBelle.

She said new federal mortgage restrictions also benefit lower-end markets like Windsor.

Windsor remains one of the unemployment capitals of the nation, but a growing number of retirees are finding their way here, particularly those originally from here who now want back. Others with their sights on Windsor are professionals able to work out of their homes.

"It is a good news story ... there's a sense of confidence this year," said Lee Anne Doyle, the city's chief building official.

Last year, her department issued 105 single-family home building permits. That figure had already jumped to 154 in the first 11 months of 2012. Just in November, a month outside the usual construction season, 13 such permits were issued, compared to zero during the same month last year, Doyle said.

The latest figures are still a far cry from 2006 when the city issued 578 building permits for single-family homes, but Doyle said the numbers are "creeping up" from a couple of years ago, and that's reason for confidence.

"We are out of the woods," she said. The stock of new residential units as a whole, including duplexes, row houses and semi-detached homes, also jumped from 190 units in 2011 to 232 units already in the first 11 months of this year.

"That's where you look - if people are building houses, that's a really good indicator of the local economy," said Doyle.

"It certainly has been steady, there are definitely buyers out there," said realtor LaBelle. "Last year was one of my best years - this year will match it."
